Is a released player considered to be a free agent?

I'm just wondering about how it works in the NFL. I know they are free to sign with any team they want, but are they called free agents under the rules? I ask because the teams that made it to the Conference Championships can't sign free agents unless one of their own is signed by someone else. So if they release a player and he is signed, does that allow them to sign a free agent? Likewise, are they prevented from signing released players unless one of their own released/free agents is signed first?

If they are an unrestricted free agent (after 5 years in the league) they may sign with any team they want.

If they are a restricted free agent (less than 5 years in league) any team can make them an offer but the original team has 7 days to match the offer. If they let the player go the new team gives the old team a draft pick in the same round the player was drafted in but no higher than a 2nd round pick.

The top 8 teams from last season may not sign a UFA without letting one go that had an equal or higher salary.

Unrestricted free agents are players without a team. They have either been released from their club, had the term of their contract expire without a renewal, or were not chosen in league's draft of amateur players. These players, generally speaking, are free to entertain offers from all other teams and to decide with whom to sign a new contract. The specific rules of restricted free agency vary among the major professional sports, but in principle, it means that a player is free to solicit offers from other teams for new contracts. However, before this player is allowed to sign with the new club, the current club has a chance to match (or come within 10% in some leagues) the terms of the new contract in which case the player must remain with the original team. Age and experience in the league are the two most common criteria for whether a player qualifies for unrestricted free agency. In the North American professional leagues, any player without a contract becomes a free agent. An Unrestricted Free Agent is able to sign with any team. A restricted free agent is only allowed to get offers from other teams if the player is offered by his own team. Usually, the better offer wins.

Well during the season, a player can be claimed off waivers by another team, but if they are cut in the off-season then yeah he is a free agent.
