Jacksonville from everything I ever read.

I doubt the NFL will expand anytime soon.

Jacksonville was my first thought too. but apparently they are doing much better than a few teams out there. cincinnati bengals average just over 45,000 fans per home game which is almost half of the cowboys average attendance.
