When players that played in college have graduated they enter in the Draft. Teams get draft picks based on their records from last season. For example, the Okland Raiders had the worst record in last years season, so they have the first selection in the Draft. They can choose anyone coming from college. Then, the team with the second worse record selects, and so on. THe Indionapolis Colts won the Super Bowl so the have the last pick in the first round. Now after the first round is over then they repeat the same thing for 6 more rounds. Teams can trade draft picks for players or vice versa which is why you see some teams with multiple picks like the Patriots who have two first round picks. After players are selected they sign the players to contracts and then are officialy on their team. Some players aren't drafted and then become Free Agents. Free Agents don't belong on any team, but can be signed at any time by any team.

The draft is the pro football league drafting players from the college teams. Just cause they are drafted though, does not mean they make the team. They still have to go through try-outs and practices to prove themselves to the coaches. The palyers that are already in the NFL are either confined to that team through contact, or are free agents. Which, a free agent can resign with the team or take a better offer with another team. But, a player with a team under contract, can still get cut from the team. All the draft is, is the pros trying to get the ameteurs to join their team. Which the worst teams of last year gets first picks. The best team of the last year gets last pick. Which, picks can be traded to other teams. It's actually very complicated. Go to nfl.com and do a little research if you want to.

The draft is only for college players that are entering the NFL. The teams have a set order in which the pick based on their collective record from the previous year of play (the worst team picks first and the best team picks last).

This is what I understand. The draft pick is for teams to get new player from college football. The team (ie Watford) that has the lowest ranking in previous season will get the first pick (they don't have first division in NFL). Watford will get their pick (only 1 pick)to strengthen their squad. But they can exchange this pick with another team (ie Newcastle) since Newcastle agree to trade Michael Owen and Damien Duff for the first pick. Newcastle will probably get a good goalkeeper from the college football. The keyword is PROBABLY.
In order to get it right, many teams send scout during the college football season to check on their target. If lot of teams like a certain player and also in a good college football team, he (ie Peter Cech but younger) will be a top choice hence the no.1 draft pick.
But Watford is not looking for a goalkeeper but a striker. So they made a deal with Newcastle for Owen and Duff. In return Newcastle will get Peter Cech (which is the no.1 draft pick).

It's quite simple. Each year loads of players finish playing in college (College gridiron being a HUGE thing over there).
Then each spring the pro teams have a draft to determine where they all go. The worst team last year gets the first pick and the best team gets the last pick. And they do this for 7 rounds, which takes up a whole weekend.
They do this in all american sports, to ensure a level playing field.
