Is it normal for a team's backup QB to have more wins than the starting QB?

For example, the Lions. Matthew Stafford has 3 wins in 2 seasons and the backup Shaun Hill has more than 3 wins.

The only reason for doing that is if the Starting QB is a younger QB than the back-up whom you are trying to make into a star QB, example Matthew Stafford

Of course it's not normal, but it's not as if it's impossible. Think about a team like the Vikings who, especially at the end of the season, may play Ponder, their future QB, over McNabb.
