Well Quarterbacks can get the numbers 1-19.
Runningbacks 20-39
Defensive players can get any numbers they want, usually
WR's get 80-89 and 10-19
Offensive Lineman get into the sixty's and seventy's.
That's about the general rule. Pretty soon the NFL will become less strict and probably let anyone get any number. Well, except the retired numbers.

All the above answers are correct for the NFL. In college, the players are allowed to choose any number.
